Good afternoon. i hope everyone is doing well today. you may remember i was here before you last year in kansas city actually, and i was discussing with you that the legislature, because of the budget crunches that we've all seen over the last couple of years, decided to convene a joint intercommittee. this committee met several times during the off session last year and looked at very different ways of consolidating the judicial resources; there f o re, you know, tightening the budget of which they would use the money. unfortunately, some of those ways were not very -- the suggestions were not very helpful to court reporters. we saw ideas, such as consolidating all the judicial circuits, going to complete er, getting rid of court re p o all ers together. and as we watched this committee go on, we realized that for the first time in a long time, as we went into the 2004 session, we were going to need to be on defense instead of offense. and in the past we've tried to pass our page rate to get a higher rate for you all, but we realized that defense was going to be the name of the game. so we had to change our strategy a little bit. so the legislative committee and myself decided that we would not go after the page rate. we wanted to lay a little low, see what the landscape was going to be like, and that was a pretty big decision, and luckily it was the right decision to make. last year senate bill 1211 was making it through the legislature. it was a very small consent bill, and it got into the house judiciary committee, and the chairman of that committee decided to put an amendment on in committee that would take the ten court reporters from the smallest judicial circuits. and when i say the smallest judicial circuits, they determine that by caseload. and what they would do then was those ten court reporters would all of a sudden be outsourced. they would be given work from the busiest circuits and sent to those c i rcuits to do. now by this legislation, those individuals, those court reporters would not be allowed to collect their page rate on this work, would not be reimbursed for any equipment costs that they might incur. it was something that we just felt was a definite wrong move, and even though it affected -- it maybe affected a small number, it was in the direction we did not want to head. because of our friendship with leadership and some key contacts that you all have been able to make with the legislature, the house leadership went to the representative and said, "your bill will absolutely not come up on the floor unless you take this piece out." it was a v e tough fight. he finally agreed with two days to go in the session and removed that by amendment. so we had a very good victory that we can all feel v e ry proud of, and thank you to all that helped and made those phone calls and w rote those letters to make that possible. next session, we thought things were going to be a little better. anybody who reads the paper, did you see the revenues are climbing and climbing and the budget's getting better and everyone's s t a rting to be nicer to each other, believe it or not? it's a good feeling to finally see this. i think with the pre s s u coming off the budget, we're not going to see those, i consider, radical moves to change the judiciary not some of those budget-cut, ting things that we seen in the past that we had to be scared of. it's going to get a little better. we ' re going to have to continue to work with the members of the judiciary committee because, unfortunately, in the legislature, once an idea gets thrown out there, it comes back year after year. we see that for a while. so w e going to have to continue our education process with the legislature. this is extremely important because of the new climate we're all working in. as you know, two years ago term limits went into effect. under term limits, you can only serve eight years in the house or eight years in the senate. we no longer are able to create these great, s t rong relationships like we saw today with the former senator ehlmann, the f o rm senator house. and as many of er you know, we worked with senator caskey for a long time. he is gone, and you all are fortunate to be one of the few groups who can say you'll honestly miss h a rold caskey, so congratulations on that. it's no small feat, so that is something we're going to have to continue to work on. another problem with term limits, as we've seen with the shorter amount of time, we're seeing fewer and fewer attorneys in the legislature. that means there are fewer and fewer members of the 109 people who make up the general assembly that understand what you do on a daily basis and what you contribute to the judicial system. so that's another i m p reason for our education ant process and what we'll have to do. i wanted to let you all know that v e ry soon in your mailboxes at home y o u going to be receiving a letter for pac contributions. when i say, "pac, " i'm saying the political action committee, and that is a committee that has already been formed by this association. it accepts contributions from members, both individual and corporate, and those contributions are dispersed out to the legislature. when you all get this letter requesting these contributions, i would really like you to think long and h a rd about contributing. these contributions can be one time. it can be an ongoing monthly small amount, but this is our way to access the legislature. i know a lot of people go, "eeww, money, elected o fficials buying votes, " it's nothing like that. it's completely legal, and it is a way for us to get access, and access is extremely important under the circumstances that i've just described that we now find ourselves. so i want to thank you all for letting me come and talk to you today. thank you so much for your hard work in this past session. i look forward to working with you again. please feel free to contact me at any time. thank you very much.
