New date! the date for making premises licence applications under the gambling act 2005 has been put back from the 30th april to the 21st may 2007. there are no application forms available for premises licences at the date of press. authorities are still aiming for "big bang" on the 1st september 2007. applications for operating licences and personal licences should still be made to the gambling commission now! if in doubt please visit the gambling commission's website where you can find loads of useful information, including application forms, at: : gamblingcommission.gov client index gambling policy statement the moray licensing board's gambling policy statement came into force on the 31st january 2007 and is available to be viewed by clicking on the link from the council's website at: : moray.gov moray standard page 49315 copies have also been made available at the council hq access point and various libraries. regulations many regulations are still under consultation and subject to change by the authorities. we are eagerly awaiting feedback in particular on the regulations for premises licences and those for gambling on alcohol licensed premises. whilst on the subject. gambling on alcohol licensed premises the act effectively gives those premises with an `on' licence and a bar an automatic entitlement to 2 gaming machines in category c or d subject to a fee and simple notification procedure for details of categories see the board's gambling policy statement above ; . any premises wishing to offer more than 2 machines will need to apply to the board for a gaming machine permit. up to now the only games that could be played without special permission from the board have been dominoes and cribbage. the new act will further allow equal chance, low level gambling within strict limits. equal chance gaming covers dominoes, cribbage, bridge, whist, backgammon, bingo and poker. there can be no gaming of unequal chance or where a banker is required e.g. roulette, blackjack, baccarat ; without an operating licence from the gambling commission. the proposed limit is 5 on stakes per person per game for any type of gaming. for you play poker in particular the proposal includes an overall maximum for prizes to ensure gaming stays at low level. poker limits will be strict - 100 overall in any one day and 500 in any one week. bingo must be low turnover i.e. total stakes prizes of less than 2000 in any 7 day period. it will be up to licence holders to supervise gaming and ensure compliance with the limits and a code of practice is under consideration. we would stress that these issues are still subject to confirmation. clubs these comprise members' clubs, commercial clubs and miners' welfare institutes. a summary of entitlements and proposals for eligible clubs is reproduced from the dcms website below: : culture.gov what we do gambling racing quicklinks consultations.
